If a driver's license has been stolen, lost or damaged, the driver can apply for a new license following the following steps.
Replacement of a Driver's license using the online service.
First of all it is worth mentioning that it is the driver's own responsibility to keep their personal information updated at all times, make sure that your personal information is updated in the system and your home address is correctly written.
Once everything is correct, you can access the VIC Roads online portal to request your new drivers license online. This procedure will take you a few minutes, and at the end of the process you will receive a receipt, which you will have to keep until you receive your new license.
All licences issue procedures will take up to ten days until it arrives at your home address. Please note that in some cases it can take up to 4 weeks.
In the case your license has been stolen or lost, you will be requested to notify the theft to your local police station. Replacement of a Driver's license by mail.
You can also replace your driver's license using the regular mail service. This procedure will take you some more time than the online service, but the delivery time for the license will also be 10 days, and in some scenarios it will take up to 4 weeks.

- Download the PDF document “Replacement Victorian Licence or Learner Permit form” here.
- Complete the document in capital letters in a legible handwriting.
- Pay the fee (cheque allowed only).
- Send it to the address mentioned before.
- In a 10 days period, the new license will arrive at the home address registered on the system.
